NOTICE TO BIDDERS
Sealed bid proposals will be received by the Village of Ridgewood, in the Courtroom, Level 4 of Village Hall, 131 North Maple
Avenue, Ridgewood, New Jersey 07451 on Friday May 16, 2025 @ 10:00 AM prevailing time, and then publicly opened and
read aloud for following project:
BID NO. 2025-004
PROCUREMENT OF GAC TREATMENT SYSTEM
FOR EASTSIDE RESERVOIR PFAS TREATMENT FACILITY
The work of the Contract shall be to furnish and deliver the following Goods and Special Services:
The equipment and material necessary for the Granular Activated Carbon (GAC) Adsorption System for Eastside Reservoir PFAS
Treatment Facility, consisting of a lead and lag unit and associated piping, valves, and panels, as described in the bid documents
and in accordance with the requirements of the Village of Ridgewood, New Jersey 07451. The required Point of Delivery will be
the following location:
Eastside Reservoir Site – Across from 425 E. Saddle River Rd, Ridgewood, NJ 07450
Specifications and bid forms may be obtained electronically by sending an email request to rwbids@ridgewoodnj.net, after which
the bid documents will be emailed to the prospective bidder. Bidders interested in obtaining hard copies of the bid documents may do
so in person from the offices of Ridgewood Water, 111 North Maple Avenue, Ridgewood, New Jersey 07450, tel. 201-670-5520,
Monday through Friday between the hours of 8:30 AM and 4:30 PM, upon payment of a non-refundable fee in the amount of $100
per set, cash or check payable to “Ridgewood Water.” Shipping charges are additional and variable depending on the pick-up or
delivery option selected by the purchaser.
No bid documents shall be given out after 4:30 PM on Thursday, May15, 2025. All prospective bidders must be on record of having
requested the bid documents to be permitted to bid on the Contract.
The contractual obligation of the Village of Ridgewood under this Contract for these items is contingent upon the availability of
appropriated funds from which payment for this Contract can be made.
Prices quoted must be net and exclusive of all Federal, State and Local Sales and Excise Taxes. Bids may be submitted prior to
the bid opening in person or by mail, addressed to the Office of the Village Clerk. The Village assumes no responsibility for loss
or non-delivery of any bid sent to it prior to the Bid opening.
Bids may be submitted prior to the Bid Opening in person or by mail, addressed to the Office of the Village Clerk, Village Hall,
131 North Maple Avenue, Ridgewood, New Jersey 07450. Each bid must be enclosed in a sealed envelope with the name of the
bidder thereon and endorsed, “BID responding to BID NO. 2025-004 - PROCUREMENT OF GAC TREATMENT SYSTEM
FOR EASTSIDE RESERVOIR PFAS TREATMENT FACILITY. Do Not Open Until May 16, 2025 at 10:00 AM” and
must be accompanied by all required forms.
All required forms are to be submitted on the forms attached to the bid documents. No bid will be received unless in writing on
the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashier’s check, or a certified check made
payable to Ridgewood Water in an amount equal to 10% of the amount of the toal bid, but not exceeding $20,000.
Any award or awards may be made at a later or subsequent time or meeting of the Village Council.
The successful bidder shall comply with all applicable provisions of the Prevailing Wage Act, as determined by the New Jersey
Department of Labor. All contractors, their subcontractors, and material suppliers shall comply with all applicable provisions of
the Public Works Contractor Registration Act, pursuant to Public Law 1999 Chapter 238 and the Contractor Business Registration
Program, pursuant to Public Law 2004 Chapter 57.
The successful bidder shall furnish and deliver to the Village of Ridgewood a performance and payment bond in the amount of
100 percent of the accepted bid amount as security for the faithful performance of the Contract. Additionally, the successful bidder
shall furnish policies or Certificates of Insurance required by the Contract. In default thereof, said checks and/or bonds and the
amount represented thereby shall be forfeited to the Village of Ridgewood as liquidated damages, not as a penalty.
In Accordance with N.J.A.C. 7:22-3.17(g), all applicable surety bonds required in connection with the advertisement and award
of building contracts or subagreements must be written by a surety company listed on the Federal Treasury List (Department
Circular 570 – Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may
be obtained from the Department.
Proposals submitted by Bidders and/or Bidder's Insurance Company(ies) NOT chartered in the State of New Jersey, must
be accompanied by proper certificate(s) from the Secretary of State, indicating that such Bidders, Bidder's Insurance
Company(ies), and/or Surety Company(ies) is (are) authorized to do business in the State of New Jersey.
The Village of Ridgewood reserves the right to reject any or all bids, to waive any informality or to accept a bid which, in its
judgment best serves the interest of the Village. No bids may be withdrawn for a period of sixty days (60) after the date and time
set for the opening of bids.
BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF P.L.1975, C. 127. (N.J.A.C. 17:27) regarding
Affirmative Action, and Executive Order No.11246 regarding equal employment opportunity, as amended. A complete statement
as to these requirements is included in the specifications.
This contract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the
New Jersey Infrastructure Bank. Neither the State of New Jersey, the New Jersey Infrastructure Bank nor any of their departments,
agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract
is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. (N.J.A.C. 7:22-3.17(d))
In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor)
shall comply with all of the provisions of N.J.A.C. 7:22-9.
Bidders are required to comply with the requirements of P.L. 1975, c.127.
