Water Billing and Data Collection Services

The Village of Ridgewood, acting on behalf of Ridgewood Water, is soliciting sealed bids for comprehensive Water Billing and Data Collection Services under Bid No. 2026-004. This critical project encompasses the full spectrum of water utility billing operations, including customer account management, payment processing, and the collection and processing of associated usage and financial data. The scope of work, detailed within the official contract specifications, is designed to ensure efficient, accurate, and timely service delivery and robust financial record-keeping for the municipal water utility, supporting the operational needs of Ridgewood Water and its service area residents. Prospective bidders are mandated to demonstrate compliance with New Jersey's Affirmative Action regulations (N.J.S.A. 10:5-31 and N.J.A.C 17:27-1 et seq.) and federal Equal Employment Opportunity requirements (Executive Order No. 11246). Furthermore, any bidder, their insurance companies, or surety companies not chartered in the State of New Jersey must provide valid certificates from the Secretary of State, affirming their authorization to conduct business within New Jersey. There are no mandatory pre-bid meetings or site visits specified; however, all potential contractors must formally request the bid package, either by sending an email to rwbids@ridgewoodnj.net UNLOCK or by signing in person at the Ridgewood Water offices, to be considered eligible to submit a bid. Sealed bids for BID NO. 2026-004 must be submitted to the Village of Ridgewood, located at the Courtroom, Level 4 of Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey 07450. The public bid opening will occur on Tuesday, October 20, 2026, at 10:00 AM prevailing time, which also serves as the firm submission deadline. Bids can be delivered in person or mailed to the Office of the Village Clerk prior to this date. Each submission must be in a sealed envelope clearly marked with the bidder's name and the endorsement: “BID responding to BID NO. 2026-004 – WATER BILLING & DATA COLLECTION SERVICES. Do Not Open Until October 20, 2026 at 10:00 AM.” A non-refundable fee of ten dollars ($10) is required for hard copies of the bid package, which will not be issued after 4:30 PM on October 19, 2026. All bids must include and be presented on the official forms provided in the bid package, and no bids may be withdrawn for a period of sixty (60) days following the opening.
