RESOLUTION #26-128 
 
 
Authorize Promotion of Michael McGinty to the Position of Police Captain 
 
WHEREAS, the Borough of River Edge (the “Borough”) and the River Edge 
Superior Officers Association, an affiliate of the Police Benevolent Association, Local 
201 (the “PBA”) are parties to a collective negotiations agreement which will expire 
December 31, 2027; and 
 
WHEREAS, due to the retirement of Captain Craig Casey, a vacancy in the 
position has been created; and 
 
WHEREAS, Michael McGinty is currently employed by the Borough as a 
Lieutenant with the River Edge Police Department and is the only Lieutenant who 
sought the promotion to the position of Captain; and  
 
WHEREAS, the SOA has previously entered into and ratified a sidebar 
agreement providing for the promotion of Michael McGinty from the position of 
Lieutenant to the position of Captain. (See Exhibit A attached hereto).  
 
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the 
Borough of River Edge, County of Bergen and State of New Jersey, that the Borough of 
River Edge authorizes and executes the sidebar agreement attached hereto as Exhibit A. 
 
 
BE IT FURTHER RESOLVED by the Borough Council of the Borough of 
River Edge, County of Bergen and State of New Jersey, that Police Lieutenant Michael 
McGinty is promoted to Captain effective April 23, 2026; and 
 
BE IT FURTHER RESOLVED, that Captain McGinty’s annual base salary 
shall be $166,635 plus holiday pay and longevity effective July 1, 2026 pursuant to the 
Sidebar Agreement adopted on December 11, 2025 via Resolution #25-298.
