Request for Qualifications/Proposals for Professional Services: Township Attorney, Engineer, and Auditor

The Township of Shamong is actively seeking qualified proposals for critical professional services, encompassing the roles of Township Attorney, Township Engineer, and Township Auditor. This procurement follows a "Fair and Open" process as per Ordinance 2006-09-01 for contracts exceeding $17,500 annually. The Township Attorney's scope demands extensive expertise in municipal law, including general government, tort claims, litigation, Fair Housing Act, employment law, tax appeals, eminent domain, municipal finance, redevelopment, election law, OPRA, OPMA, land use, municipal utilities, environmental, tidelands, Green Acres, and thorough knowledge of NJDEP and NJ Pinelands Commission Regulations, alongside Titles 40 & 40A. The Township Engineer position requires comprehensive knowledge across all facets of municipal engineering, such as road construction, construction management, water & sewer plant construction, land use law, environmental studies (wetlands, archaeological, endangered species, hydrologic, stormwater), GIS, materials testing, surveying, traffic studies, drainage, and a deep understanding of NJDEP and NJ Pinelands Commission Regulations. The Township Auditor's responsibilities include municipal auditing procedures, bond law, arbitrage, municipal budgeting, and purchasing, crucial for financial oversight and compliance within the municipality. Contractor qualifications are stringent for each role. For the Township Auditor, firms must be multi-disciplined with at least eight years of proven experience in municipal auditing procedures, and the assigned individual must hold CPA and RMA certifications with a minimum of five years' experience as an appointed municipal auditor. The Township Engineer role necessitates all applicable New Jersey licenses, with the firm demonstrating at least eight years of experience across the specified municipal engineering disciplines; the appointed individual must be licensed as an engineer for a minimum of five years and possess five years of prior experience as a Municipal Engineer, with provisions for alternative experience supported by two letters of recommendation. Similarly, the Township Attorney must be a New Jersey licensed attorney, with the firm or individual having at least eight to ten years of experience in municipal law; the assigned individual must be admitted to the bar for at least five years and have five years of prior experience as a Township Attorney, also with alternative experience considerations requiring two letters of recommendation. All responding entities must demonstrate compliance with the Business Registration Act and Affirmative Action obligations as mandated by New Jersey state law. Submissions for these professional services are due by 12:00 PM (NOON) on November 7, 2025. Proposers are required to submit one original and one copy of their qualifications and proposals in a sealed envelope, clearly marked "Submission of Qualifications / Proposal for [Name of Position]" on the outside. These physical submissions must be delivered to the Township Clerk, Shamong Township, located at 105 Willow Grove Road, Shamong, NJ 08088. In addition to the physical copies, one electronic submission is mandatory and should be emailed to sonorato@shamong.net. UNLOCK Proposals will undergo evaluation by the appropriate Committee or Board Subcommittee, and the Township reserves the right to conduct interviews with prospective professionals. All awards are contingent upon the availability of funds and require formal approval by Resolution of the Township Committee.
