John J. Guld Recreation Area Improvements

The Borough of Ship Bottom, located in Ocean County, New Jersey, is soliciting sealed bid packets for the John J. Guld Recreation Area Improvements project. The core scope of work involves the construction of one (1) new ADA accessible pickleball court, complete with concrete perimeter curbing, perimeter fencing, and all associated improvements. Additionally, this comprehensive project includes various alternate bids such as the repair and re-color coating of two (2) existing tennis courts, reconstruction of the existing bocce ball court, construction of a new storage garage, repair and re-color coating of two (2) existing shuffleboard courts, installation of a new ADA compliant water bottle station at the park, and reconstruction of existing horseshoe pits. The successful contractor will be responsible for all work necessary for the project's contemplation, even if not explicitly detailed in the contract documents, ensuring a complete upgrade of the recreational facilities. Prospective contractors must demonstrate compliance with numerous New Jersey statutory requirements essential for municipal public works projects. These include NJ.A.C. 17:27 and N.J.S.A. 10:5-31 et seq. for Affirmative Action Requirements, N.J.S.A. 52:32-44 for Business Registrations, N.J.S.A. 34:11-56.25 et seq. for the Prevailing Wage Act, and N.J.S.A. 34:11-56.48 for Public Works Contractor Registration. Importantly, vendors currently suspended, debarred, or disqualified by Executive Order #34 (1976) are explicitly excluded from participation. Contract Documents and Plans, which were prepared by Charles P. Cunliffe, P.E., of T&M Associates, are available for inspection at T&M Associates' Toms River office and can be purchased for a non-refundable fee of Seventy Five Dollars ($75.00) payable to "T&M Associates." Sealed bid packets are due and will be publicly unsealed and announced on Wednesday, October 8, 2025, at 10:00 AM prevailing time, at the Borough of Ship Bottom, 1621 Long Beach Boulevard, Ship Bottom, New Jersey 08008. Each submission must be enclosed in a sealed envelope clearly bearing the bidder's name and address, along with the project name, and addressed to the Borough Administrator. Mandatory bid security includes a Statement of Consent of Surety from a New Jersey-authorized surety company, accompanied by either a Bid Bond or a Certified Check, for not less than ten percent (10%) of the total bid price, with a maximum limit of $20,000.00. The successful bidder will also be required to provide Performance and Payment Bonds for the full amount of the awarded contract. Bids will remain irrevocable for sixty (60) calendar days after opening, with contract award contingent upon the provision of necessary funds by the Borough of Ship Bottom.
