SIDEWALK IMPROVEMENTS TO MAPLE AVENUE AND EDGEWOOD TERRACE (C.R. 610)

The Borough of South Bound Brook is soliciting sealed proposals for comprehensive "SIDEWALK IMPROVEMENTS TO MAPLE AVENUE AND EDGEWOOD TERRACE (C.R. 610)". This significant public works project primarily involves the removal and replacement of existing concrete sidewalks and concrete aprons along Edgewood Terrace. Additionally, the scope includes the installation of new concrete sidewalks and aprons, as well as the replacement of curb ramps and Belgian block curbing along Maple Avenue. The project encompasses all associated work detailed within the Contract Documents or as directed by the Borough Engineer, aiming to enhance pedestrian infrastructure and accessibility within the municipality. Prospective contractors must meet stringent qualification requirements for this public works project. All bidders are mandated to be registered with the New Jersey Department of Labor under "The Public Works Contractor Registration Act" (N.J.S.A. 34:11-56.48) and must provide a certificate of registration. Furthermore, bidders must submit "Proof of Business Registration" through a Business Registration Certificate issued by the Department of the Treasury, Division of Revenue, complying with N.J.S.A. 52:33-44. The successful bidder will also be required to adhere to the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the laws of 1963, and comply with all State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) and United States Occupational Safety and Health Act (OSHA) (29 CFR 1910) requirements. Given that Housing and Community Development (HUD CDBG) funds are utilized, compliance with Federal Labor Standards, specifically Wage Decision Number NJ20260063, is mandatory, including online payroll certification via https://njwages.nj.gov/. Bid proposals, detailed in the Contract Documents, must be submitted in sealed envelopes addressed to the Mayor and Borough Council. The envelope must be conspicuously marked on the top right-hand side with "Public Bid" and immediately below with "SIDEWALK IMPROVEMENTS TO MAPLE AVENUE AND EDGEWOOD TERRACE (C.R. 610)", followed by "To be received on Thursday, April 2, 2026 at 11:00 am". The submission deadline is Thursday, April 2, 2026, at 11:00 am, prevailing local time, at Borough Hall, 2 Main Street, Suite 101, South Bound Brook, New Jersey 08880. Each bid must be accompanied by a certified check or cashier’s check, or a bid bond, for not less than ten (10%) percent of the bid amount, with a maximum of $20,000.00, payable to the Borough without conditional endorsement. Additionally, a Certificate (Consent of Surety) with Power of Attorney from a New Jersey-authorized Surety Company, guaranteeing a Performance and Payment Bond for the full bid amount, is required.
