SIDEWALK IMPROVEMENTS TO MAPLE AVENUE AND EDGEWOOD TERRACE (C.R. 610)

The Borough of South Bound Brook is soliciting sealed proposals for the "SIDEWALK IMPROVEMENTS TO MAPLE AVENUE AND EDGEWOOD TERRACE (C.R. 610)," a significant public works project aimed at upgrading pedestrian infrastructure within the community. The comprehensive scope of work for this initiative includes the precise removal and replacement of existing concrete sidewalks and concrete aprons along Edgewood Terrace. Additionally, the project mandates the installation of new concrete sidewalks and aprons, as well as the replacement of curb ramps and Belgian block curbing specifically along Maple Avenue. This encompasses all related site work, civil engineering, and construction tasks as detailed in the official Contract Documents or as directed by the Borough Engineer. The project is partially supported by Housing and Community Development (HUD CDBG) funds, administered through the Somerset County Community Development Office, requiring adherence to Federal Labor Standards and specific prevailing wage decisions. Prospective contractors must meet stringent qualification requirements to bid on this municipal project. All bidders are mandated to be registered with the New Jersey Department of Labor for public works projects and must comply with "The Public Works Contractor Registration Act" (N.J.S.A. 34:11-56.48), submitting a certificate of registration with their bid. Furthermore, bidders must provide "Proof of Business Registration" in the form of a Business Registration Certificate from the New Jersey Department of the Treasury, Division of Revenue, as per N.J.S.A. 52:33-44 (P.L. 2004, C.57). The successful contractor will be required to comply with the New Jersey Prevailing Wage Act, Chapter 150 of the laws of 1963, and adhere to P.L. 1975, c.127 (N.J.A.C. 17:27), N.J.S.A. 10:5-31 et seq., the New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.), and OSHA (29 CFR 1910) regarding worker and jobsite safety. Online public work contractor registration and payroll certification via https://njwages.nj.gov/ (P.L. 2023, c. 138) is also a mandatory requirement. Sealed bid proposals for the "SIDEWALK IMPROVEMENTS TO MAPLE AVENUE AND EDGEWOOD TERRACE (C.R. 610)" must be submitted to the Mayor and Borough Council, clearly marked as a "Public Bid" with the project title and due date. Each bid must be accompanied by a certified check, cashier’s check, or bid bond in an amount not less than ten (10%) percent of the total bid, with a maximum of $20,000.00.
