Improvements to Lawrence Street, Lincoln Street, Louis Avenue, Reid Street, Kennedy Avenue and Remsen Street

The Borough of South Bound Brook, New Jersey, is soliciting sealed proposals for significant "IMPROVEMENTS TO LAWRENCE STREET, LINCOLN STREET, LOUIS AVENUE, REID STREET, KENNEDY AVENUE AND REMSEN STREET." This comprehensive public works project involves extensive road resurfacing across multiple streets within the borough. The scope of work includes, but is not limited to, Hot Mix Asphalt milling and pavement repairs, the replacement of existing Belgian block curb, concrete curb and gutter, concrete sidewalk, and driveway aprons. Additionally, the project requires the installation of a 2-inch thick Hot Mix Asphalt 9.5M64 Surface Course and a 4-inch thick Hot Mix Asphalt 19M64 Base Course, alongside essential storm sewer structure improvements and all other associated work detailed in the Contract Documents or as directed by the Borough Engineer. Prospective contractors must meet stringent qualifications for this public works project. All bidders are required to be registered with the New Jersey Department of Labor under "The Public Works Contractor Registration Act" (N.J.S.A. 34:11-56.48) and must attach a valid certificate of registration to their bid proposals. Furthermore, bidders must submit "Proof of Business Registration" in compliance with N.J.S.A. 52:33-44 (P.L. 2004, C.57), evidenced by a Business Registration Certificate from the NJ Department of the Treasury, Division of Revenue. The successful bidder will also be obligated to comply with the New Jersey Prevailing Wage Act, Chapter 150 of the laws of 1963, and all State and Federal worker health and safety regulations, including N.J.A.C. 17:27 and OSHA. Sealed bid proposals are due on Thursday, April 2, 2026, at 11:30 am, prevailing local time, at Borough Hall, located at 2 Main Street, Suite 101, South Bound Brook, New Jersey 08880. Each bid must be accompanied by a certified check or cashier’s check, or an acceptable bid bond, for not less than ten (10%) percent of the bid, but not exceeding $20,000. Additionally, a Certificate (Consent of Surety) with Power of Attorney from a New Jersey-authorized Surety Company, guaranteeing a Performance and Payment Bond for the full bid amount, is mandatory. Bid proposals cannot be withdrawn for a period of sixty (60) days after the opening.
