Welcome to the Borough of South River’s 2026 Department of Public Works Waste & Recycling Guide and Calendar. This guide is designed to make it easy for
residents to stay informed and help keep our community clean, safe, and environmentally friendly.
Inside, you’ll find important information such as trash and recycling pickup schedules, street sweeping and hydrant flushing dates, and helpful contact numbers for
Borough departments. We also encourage you to use the Recycle Coach App, a simple and convenient way to check pickup dates, learn how to properly dispose
of items, and get reminders right on your phone.
Highlights from 2025
Road Improvements: We made major improvements to roadways throughout the Borough, including sections of Leonardine Ave, Beryl St, Darrow St, Dailey St, John
St and Albourne St. Improvements to Franklin St, Olchaskey Ave, Prentice Ave, Tice Ave, Cleveland Ave, Mercer St, Lyons St, and Mitchell Avenue will be done in
the near future.
Parks & Recreation: Our parks continue to see exciting upgrades: A new turf field at Grekoski Baseball Field, new playground equipment, a gazebo, security
cameras, and bathroom upgrades at Grekoski Park (Grant funding: $633,250), New playground equipment and security cameras at Volunteer Park (Grant funding:
$750,000), and new pickleball courts at Varga Park (Grant funding: $289,000).
Building & Equipment Improvements: Included upgrades to the Police Dispatch Area, Municipal Building roof repairs, purchase of a new salt shed, new vehicles and
equipment for Borough Departments.
Water & Sewer Improvements: The Borough continued to invest in critical water and sewer upgrades, including improvements to pipes, meters, the Water
Treatment Plant, water tank, and pump stations. We also secured a $1 million grant for water system improvements and applied for additional funding to replace
aging water pipes across South River.
Electric Utility Updates: Our first battery storage project is up and running, saving the Borough about $900,000 each year. A second battery project will be
completed in 2026, with additional savings expected in 2027. While many utilities have raised rates, South River continues to offer some of the lowest electric rates
in New Jersey. Ongoing upgrades are being made to the Borough’s electric substation.
Your Mayor and Council remain committed to moving South River forward. We’re proud of what was accomplished in 2025 and look forward to building on that
progress in 2026 and beyond.

Collection of general household garbage is once per week, per
household. Per ordinance, there is an 8 trash bag per household limit.
In addition, garbage should not be placed out upon the curb until the
evening before the scheduled pick-up. The pick-up schedule is based
upon the street which one lives and can be found within this calendar.
Per ordinance, disposal of recycling must be made within the
designated container (NO PLASTIC BAGS) and shall not be
intermingled within ones garbage. Any intermingled recyclables will
be left at the curb. Household waste is all that will be collected. There
will be no collection of building/demolition materials of any type,
textiles, fixtures, trees, earth/stone, refuse or industrial waste.
Additionally, anything that can be harmful to the health or well-being
of persons employed by the Sanitation Department will not be
handled at any time.
Electronics Disposal
Since the 2011 passage of the Electronics Waste Management Act,
residents can no longer dispose of covered electronics devices with
regular waste. Placing such items outside for curbside pickup is
forbidden by Borough Code and is subject to summons.
South River residents may drop-off such electronics for recycling at:

During the year fire hydrants are flushed to test the fire flow capacity, to remove sediment and rust from the water, or to
maintain proper water particle levels. In South River, we conduct hydrant flushing twice each year, in the spring and fall.
During the hydrant flushing there may be a noticeable decrease in pressure, as well as a discoloration in the water. This is not
physically harmful and will not affect the safety of the water for drinking and sanitation purposes. If this occurs, please run
your COLD water for several minutes to clear your lines. You should also flush your toilets once or twice. The water should
run clear within a few minutes. We urge you not to do any laundry during these times.

HELP PREVENT SEWER BACKUPS
PROTECTING OUR SEWERS IS A SHARED RESPONSIBILITY
Disposing of trash down drains and toilets can lead to sewer
overflows and backups that can cause harm to human health
and our local environment. Just because the package says
“flushable” doesn’t mean it’s true. Many items marketed as
disposable and/or flushable DO NOT degrade like toilet paper
and they wind up clogging pipes, tangling pumps, and causing
messy sewer backups into homes, businesses and streets.
The sewer system is designed to dispose of very specific
items. Using your toilet for disposal of many modern products
will often result in blockages. The drains that connect your
home to the sewer main are only big enough to carry water,
toilet paper and human waste – often no wider than 4 inches.

This is an 8" sewer line that was clogged with
wipes. This clog caused the sewer to back-up in
the residents' home.
When wipes are flushed down the toilet, these items
bind together and may cause sewage backups in
homes, manhole overflows and failures at sewage
pumping stations, costing thousands of dollars to
repair.

Single Stream Collection Items
Only the new blue 95-gallon recycling carts will be serviced.
All recyclable materials, including cardboard, must be placed inside the
new cart. Items left outside the cart or on top of the cart will not be
collected. RESIDENTS MUST BREAKDOWN, FLATTEN OR CUT-UP
CARDBOARD. Place the cart at the curb with the silver pick up bar
facing the street and the wheels toward your home.
Leave at least 4 feet of clearance on both sides of the cart.
The Automated Side Loader (ASL) trucks are designed to collect
recycling from one side of the street at a time to ensure safety and
maximize efficiency. As a result, the truck may complete one side of
the street first, then loop around the block to service the opposite
side.
This means residents on one side of the street might experience a
delay in pick-up, but this does not indicate a missed collection.
Please do not report a missed pick-up unless both sides of the street
have been skipped after the usual collection time.
Please remember, all recyclables must be placed loosely in the cart;
no plastic bags.
Items left outside or on top of the cart WILL NOT be collected

The Middlesex County Improvement Authority's Program
collects recyclables in single-stream fashion. Now all curbside
recyclable items, such as bottles, cans, paper and small flat
cardboard can be mixed together in a single recycling
container as long as they are kept separate from trash.

We collect leaves, brush, grass clippings, and Christmas trees separately from regular waste/recycling. Regular plant waste is
collected throughout the year, on Mondays (except on holidays). Beginning on October 19th, the Borough Leaf Collection
Program commences. Contractors and landscapers are NOT permitted to place limbs and/or branches curbside and are
directly responsible for removal.
Grass Clippings, Brush & Leaves
Grass clippings, brush, and leaves are collected curbside
every Monday (except holidays).
GRASS CLIPPINGS: Must be placed in an open, acceptable
receptacle. NO PLASTIC BAGS.
BRUSH: Must be tied with string or cord in bundles no
more than 4 feet in length and 1 foot in height.
LEAVES: Must be placed curbside, in an open
biodegradable bag or an open, acceptable receptacle. Bags
containing grass, branches, stones, or other debris will not
be accepted. Biodegradable leaf bags are the preferred
method for collecting leaves. NO PLASTIC BAGS.
All must be placed curbside no earlier than Sunday evening.
PLASTIC BAGS ARE NOT ACCEPTABLE.
Curbside Leaf Program
To accommodate increased leaf refuge from the change of seasons, on
October 19th the Department of Public Works will begin its Leaf
Program. No grass, brush, or other debris should be mixed with the
leaves.
Leaf bags will be available at the Department of Public Works during
this time. Twenty (20) bags will be available to each household. A
coupon for 20 free bags can be found on the last page of this guide.

As required by Stormwater Tier A Regulations, sweeping, raking,
blowing or otherwise placing leaves that are not containerized at the
curb or along the street is only allowed during seven (7) days prior to
your scheduled collection and only during the course of the Curbside
Leaf Program.
The same regulations require that leaves shall not be placed closer than
10 feet to any storm drain inlet.
"Cut it and Leave it" Program
South River is a partner in the County "Cut it and Leave it"
program and encourages residents to participate. This
program supports fertilization of lawns by leaving your
grass clippings on the lawn. It also reduces the
proliferation of weeds and saves taxpayer money.

Household Hazardous Waste items should be disposed of
at a Middlesex County Household Hazardous Waste
Collection Day. Call the Middlesex County Division of Solid
Waste Management at (732) 745-4170 for more information
and acceptable items.
Paint Drop-Off Program
Proof of Middlesex County residency is required.
Acceptable items include latex (water based) paint, oil
based paint, stains, varnishes, lacquers, thinners, spray paint
(aerosol) and driveway sealer. Items must be labeled.

Pet Licensing
Establishing Electric & Water Service
The Borough of South River owns and manages the water and electric
utility in the Borough. To request water and electric services, you
MUST go to the Borough Utility Office at the Municipal Building located
at 48 Washington Street.
Required Information:
All NEW accounts shall provide documentation that you have a current
Smoke Detector/Carbon Monoxide/Fire Extinguisher Inspection
Certificate issued by the Middlesex County Fire Marshal’s Office before
any utility will be activated.

current lease. The lease must specify the exact rental location
(floor #, apt #) and what utilities the tenant is responsible for.

$25.00 Activation Charge for each account created.
$25.00 Deactivation Charge for each account closed.
Additional for Tenants
$200.00 Deposit applied to your open balance when the account is
closed. If deposit is greater than the utilities due, the balance will
be refunded. Activation Charge for each account created.
Commercial
$500.00 Deposit applied to your open balance when the account is
closed. If deposit is greater than the utilities due, the balance will
be refunded. Activation Charge for each account created.
Payment is accepted by cash, check or money order.
South River Food Bank
The South River Food Bank, under the supervision of the South River
Board of Health, has a mission to assist South River residents who need
help to close the gap in their monthly food budget. We are funded
solely by the generous donations of compassionate neighbors, friends
and organizations within this community as well as from other
communities.
Donations to the food bank are gratefully accepted during our Food
Bank Hours or by special arrangement. Please call the food bank at
732-238-3020 for more information on making a donation.
Safe Syringe Disposal
Improper disposal of needles and syringes can pose significant risk.
Never dispose of syringes in ways you would typically dispose of trash.
Collect syringes in an FDA approved sharps container or into a heavy
duty plastic container, such as a laundry detergent or bleach bottle.
Close the screw-on lid and label the sealed container "Do Not Recycle-
Contains Sharps". You should then consult the New Jersey Safe Syringe
Disposal Guide from the NJ Department of Public Health at 609-826-
4941.
In order to ensure proper safety and comply with health requirements,
dogs and cats within the Borough are required to be licensed.
License renewals must be completed in January or are subject to a late
fee. New residents are required to obtain a license within a month of
becoming a resident.
Dogs: $11.00 (non-neutered/non-spayed: $14.00)
Cats: $5.00 (non-neutered/non-spayed: $10.00)
Late fees will be imposed after April 1, 2024. Rabies shots must be
good through at least October 31 of the licensing year.
Free Rabies Clinic will be held on Saturday, March 28th at the DPW.

All vehicles must be removed from Snow Emergency Streets in
South River once they become snow covered. Residents are asked
to consider doing so ahead of the storm.
Even if you do not reside on a Snow Emergency Street, please
consider moving your vehicle into your driveway, if possible. Doing
so will allow for more efficient plowing.
Remove all objects from the roadway (garbage cans, basketball
hoops, etc.).
Check the DPW Facebook page for updates on garbage/recycling
schedule changes.
During the Storm
If you must drive, allow yourself additional travel time and keep
extra space between your vehicle and others on the road.
Remember to clear snow & ice from your vehicle before driving.
Check on elderly neighbors and relatives. Especially in the event of
a power outage.
Keep a path cleared to your front door and, if safe to do so, shovel
around fire hydrants near your property to assist First Responders in
the event of an emergency.
Monitor NIXLE messages and social media pages for any updates
relevant to South River.
After the Storm
As per South River Borough ordinance, all sidewalks must be
cleared of snow within 24 hours after the snowfall stops.
When removing snow from driveways and sidewalks, do not throw
the snow into the street. Instead, place it onto other areas such as
your lawn or yard.
The South River Department of Public Works will be out working
hard to clear our streets. Please be patient as they work to reach all
streets in the borough.
Residents are reminded that snow plows will make multiple passes
on your street and may affect shoveling you have already
completed. If they pass after you shovel, it may become necessary
to shovel again.

The Borough of South River receives an annual grant from the New Jersey Department of Environmental
Protection for litter abatement programs. Each year participating community groups collect discarded
materials in parks, on school grounds and along local roadways. South River Clean Communities provides
gloves, bags, pickers and other materials to organizations wishing to clean-up the Borough. If you are
interested in doing a community clean-up, please contact the Recycling Coordinator at 732-257-9051.
BOROUGH OF SOUTH RIVER - 2026 RECYCLING GUIDE
The Borough of South River has stopped curbside pickup of leaves, grass clippings and yard trimmings in plastic bags — a
move intended to keep thousands of tons of the bags of vegetation out of landfills.
NO GRASS, BRUSH, OR ANY OTHER DEBRIS SHOULD BE MIXED IN WITH THE LEAVES
Leaves/Yardwaste placed in plastic bags will NOT be accepted.
BIODEGRADEABLE PAPER BAGS MUST BE USED OR OPEN CONTAINERS.

Each household is entitled to 20 free leaf bags per year. STARTING ON MONDAY, OCTOBER 5TH, bags
can be picked up Monday-Friday, 8am to 12pm at the Department of Public Works, 9 Ivan Way.

STORMWATER POLLUTION
What is Stormwater Pollution?
Water from rain and melting snow that flows over lawns, parking lots and streets is known as stormwater runoff. This water, which travels along
gutters, into catch basins and through storm drain pipes and ditches, usually is not treated, but then flows or is discharged into local waterbodies.
Along the way, the stormwater picks up trash (fast-food wrappers, cigarette butts, styrofoam cups, etc.) and toxins and other pollutants (gas, motor
oil, antifreeze, fertilizers, pesticides and pet droppings). This polluted stormwater can kill fish and other wildlife, destroy wildlife habitat, contaminate
drinking water sources and force the closing of beaches because of health threats to swimmers.
Human activity is largely responsible for the stormwater pollution. Everything that we put on the ground or into the storm drain can end up in our
water. Each of us has a responsibility to make sure these contaminants stay out of our water. Whether we have clean water is up to you.
As a resident, business, or other member of the New Jersey Community, it is important to know these easy things you can do everyday to protect our
water.
Clean-up After Your Pet

The Borough of South River has enacted and strictly enforces local pet
waste rules. Pet owners are required to pick-up and properly dispose
of the pet waste dropped on public or other people's property.
Use newspaper, bags or pooper-scoopers to pick up pest wastes.
Dispose of pet waste in the trash or un-wrapped in a toilet.
Never discard pet waste in a storm drain.
Don't Feed Wildlife
Do not feed ducks, geese, or other forms of wildlife in public areas.

Street Sweeping
The DPW sweeps all municipal roads to remove unsightly litter and
debris from the road and to reduce the amount of litter that gets
washed into catch basins and, eventually, local rivers. The sweeping
program runs through the entire year. This is under normal and perfect
conditions without equipment breakdown, weather issues, manpower
shortages or unforeseen emergencies that the DPW is usually an
integral part of. Sometimes the operator cannot finish a section in a
normal day. Sweeping will be suspended during snow storms and until
snow and/or ice is sufficiently cleared from the curbline to allow for the
sweeping program to resume.
