NOTICE TO BIDDERS
NOTICE is hereby given that sealed bids are invited and will be received by the Borough of Spring Lake Heights,
Monmouth County, New Jersey as set forth herein.
PROJECT TITLE: TRAFFIC CALMING IMPROVEMENTS, WALL ROAD
GENERAL DESCRIPTION: This project generally consists of the installation of concrete sidewalk and curbing
associated with ADA compliant curb ramps and bump outs, rectangular rapid flashing beacons (RRFB’s), pavement
markings, signs, and other miscellaneous related work items as detailed on the construction plans, located in the
Borough of Spring Lake Heights, Monmouth County, New Jersey.
CONTRACT DOCUMENTS: Contract Documents (Plans, Specifications, and Bid Forms) may be reviewed online
at no cost at www.bidset.com/dynamictraffic. Physical copies of the Contract Documents may be obtained by any
prospective bidder upon payment of the specified fee for each set of full-sized drawings with specifications by calling
1-877-424-3738 or by online request. Shipping charges are additional and variable depending upon the pick-up or
delivery option selected by the purchaser. Bid documents cannot be obtained at the Borough of Spring Lake Heights,
Borough Hall or at Dynamic Traffic’s office. The printing cost is not refundable. Contract Documents will be available
on or after Friday, January 30, 2026.
QUESTIONS: All questions must be in writing to the Borough’s Consultant, Dynamic Traffic, LLC by 4:00 PM
prevailed time on February 6, 2026. Questions shall be submitted via email to hsabins@dynamictraffic.com.
BID SUBMISSION PROCEDURES: Each bid must be submitted on the Bid Form contained in the Contract
Documents and must be enclosed in a sealed envelope plainly marked on the outside with the title as indicated above
and the name and address of the Bidder. The bids (original paper copy) must be submitted in the sealed envelope and
must also include a thumb drive with an electronic pdf copy of the bid submission. The bid must be delivered to
the address for submitting bids prior to the following date and time:

BID SECURITY: Bid Security is required in an amount not less than ten percent (10%) of the total amount of the
Bid, but not in excess of Twenty Thousand Dollars ($20,000.00) as set forth in N.J.S.A. 40A:11-21.
CONSENT OF SURETY: Certificate from a Surety Company is required indicating consent to be bound as surety
and guarantor for performance required under the Contract Documents.
REQUIRED REGISTRATION: Bidders are required to be registered by the New Jersey Department of Labor at
the time bids are received pursuant to the Public Works Contractor Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-
56.51). Bidders are also required to be registered by the New Jersey Department of Treasury, Division of Revenue
at the time bids are received pursuant to the Business Registration Act (P.L.2004, c.57, N.J.S.A.52:32-44)..
STATUTORY REQUIREMENTS: Bidders are required to comply with applicable statutory requirements set forth
in the Contract Documents including the requirements of N.J.S.A. 10:5-31, et seq. & N.J.A.C. 17:27-1.1, et seq.
(Affirmative Action); P.L. 1963, c. 150 (Prevailing Wage); Americans with Disabilities Act of 1990 (42 U.S.C. 12101,
et seq.); and P.L.2004, c.19 & P.L.2005, c.271 (Pay to Play).
REJECTION OF BIDS: The Borough of Spring Lake Heights reserves the right to reject any or all Bids, or to waive
any Bid defect where such defect is not detrimental to the best interest of the Borough and fairness of the bidding
process. The right is also reserved to reject any and all bids in accordance with N.J.S.A. 40A:11-23.2 or if it is
determined they do not meet the intent of the specifications in the Contract Documents. The right is also reserved to
increase or decrease the quantities specified in the manner designated in the Contract Documents.
