BID NOTICE
CITY OF SUMMIT
PROJECT:
2021 SPRING CITYWIDE TREE PLANTING PROJECT
DEPARTMENT:
DEPARTMENT OF COMMUNITY SERVICES
Sealed bids will be received by the Purchasing Agent of the City of Summit, Union County, New
Jersey no later than 11:00 A.M. prevailing time, TUESDAY, FEBRUARY 23, 2021 virtually, via video
conferencing (SEE BELOW FOR INSTRUCTIONS), in lieu of in person at City Hall, for:
2021 SPRING CITYWIDE TREE PLANTING PROJECT
In accordance with the specifications and proposal forms for same which may be obtained by
contacting the Department of Community Services, 908-273-6404, during regular business hours,
8:30 am – 4:30 pm, Monday – Friday.
All bids shall be addressed to PURCHASING AGENT, CITY OF SUMMIT, 512 SPRINGFIELD
AVENUE, SUMMIT, NJ 07901. Bids, along with bid securities, must be enclosed in a properly
SEALED envelope bearing on the outside the name of the bidder and the NATURE OF THE BID
CONTAINED THEREIN.
CITY HALL IS CURRENTLY CLOSED TO THE PUBLIC. ALL BIDS MUST BE RECEIVED BY 11:00
AM, TUESDAY, FEBRUARY 23, 2021.
DELIVERY RECEPTACLES ARE LOCATED IN THE
VESTIBULE OF THE MAIN LOBBY ON THE FIRST FLOOR OF CITY HALL, 512 SPRINGFIELD
AVENUE, SUMMIT NJ 07901, FOR HAND DELIVERY, REGULAR MAIL, AND DELIVERY
SERVICES.
Bidders are required to comply with the requirements of any and all applicable Federal, State and
local laws, regulations and requirements, including but not limited to: N.J.S.A. 34:11-56.25 et seq.
(Prevailing Wage Act); N.J.S.A. 52:25-24.2 (Statement of Ownership Disclosure); N.J.S.A. 10:5-31 et
seq. and N.J.A.C. 17:27 et seq. (Affirmative Action); N.J.S.A. 52:32-44 (Business Registration), and
the City’s adopted minimum standard insurance requirements.
The Common Council reserves the right to reject all bids or proposals, waive any minor defects, and
consider bids for sixty (60) days after their receipt pursuant to the Local Public Contracts Law,
N.J.S.A. 40A:11-1 et seq.
No charge shall be made or recovery had for publishing any official advertising unaccompanied by
such statement of price. All work must be completed by June 30, 2021. This project includes the
delivery and installation of 125 trees (various) at designated locations throughout the City.

Due to the COVID-19 Health Pandemic, the Tuesday, February 23, 2021 receipt of bids for the Butler
Parkway Improvement Project will be held online through Zoom.
Members of the public who wish to participate in the meeting may do so by joining online or over the
telephone at 11:00 A.M. Individuals will be able to provide public comment.

Participating during the public portion of the meeting
After all bids are opened, if you would like to speak, please click the "Raise Hand" button, and we will
be notified of your request to speak. When recognized by City staff, your microphone will be un-muted
to allow you to speak. Once you have finished speaking your mic will be re-muted.
For security reasons anyone who is listed as “anonymous” or whose phone number is not identified
cannot be recognized. When you are un-muted, please identify yourself by full name and company
representing, if applicable. Failure to do so may result in you being muted and/or disconnected.
On computers, the "Raise Hand" button can be found in the Webinar Controls section, typically at the
bottom of your screen. If you accidentally raise your hand, feel free to "Lower Hand."
If you are dialing-in by telephone, press *9 on your keypad to “Raise Hand” and press *6 to unmute
yourself when prompted to speak.
