BID NOTICE
CITY OF SUMMIT
PROJECT:
MABIE PLAYGROUND IMPROVEMENTS
PROJECT DEPARTMENT: Department of Community Services (DCS)
Sealed bids will be received by the Purchasing Agent of the City of Summit, Union County, New
Jersey no later than 11:00 A.M. prevailing time, Tuesday, May 13, 2025, in the Council Chamber,
First Floor, City Hall, 512 Springfield Avenue, Summit, New Jersey for:
MABIE PLAYGROUND IMPROVEMENTS PROJECT
in accordance with the specifications and proposal forms for same which may be obtained at the
office of the Department of Community Services (DCS), 512 Springfield Avenue, Summit, N.J. 07901
during regular business hours, 8:30 am – 4:30 pm, Monday – Friday.
All bids shall be addressed to PURCHASING AGENT, CITY OF SUMMIT, 512 SPRINGFIELD
AVENUE, SUMMIT, NJ 07901. Bids, along with bid securities, must be enclosed in a properly
SEALED envelope bearing on the outside the name of the bidder and the NATURE OF THE BID
CONTAINED THEREIN.
A Bid Security is required in the amount of ten percent (10%) of the total bid, not to exceed
$20,000.00, in the form of a bid bond, certified check or cashier's check, made payable to the City of
Summit.
Bidders are required to comply with the requirements of any and all applicable Federal, State
and local laws, regulations and requirements, including but not limited to: N.J.S.A. 34:11-56.25
et seq. (Prevailing Wage Act); N.J.S.A. 52:25-24.2 (Statement of Ownership Disclosure);
N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Affirmative Action); N.J.S.A. 52:32-44
(Business Registration), N.J.A.C. 7:1 D-2 (Debarment, Suspension and disqualification from
Department Contracting) and the City’s adopted minimum standard insurance requirements.
Please be advised that State funds through the Green Acres Program are being utilized in this
project. Under N.J.A.C. 7:1-5, vendors currently suspended, debarred, or disqualified are excluded
from participation on this project.
The Common Council reserves the right to reject all bids or proposals, waive any minor defects, and
consider bids for sixty (60) days after their receipt pursuant to the Local Public Contracts Law,
N.J.S.A. 40A:11-1 et seq.
No charge shall be made or recovery had for publishing any official advertising unaccompanied by
such statement of price. All work must be completed by December 31, 2025. The following are the
major items of the project:
• PLAYGROUND EQUIPMENT - LUMP SUM
• PLAYGROUND SAFETY SURFACING – 13,200 SY
• SUBSURFACE INFILTRATION BASIN WITH PRE-TREATMENT - LUMP SUM
