Schrager, P.E., Director/City Engineer, Department of Community Service aschrager@cityofsummit.org by 4:00 P.M., Tuesday, January 23, 2024. REQUIREMENTS It is the intent of the City to solicit Qualification Statements from Respondents that have expertise in the provision of 2024 PLANNING & ZONING SUPPORT SERVICES TO AND FOR THE CITY OF SUMMIT. Firms and/or persons responding to this RFQ shall be able to demonstrate that they will have the continuing capabilities to perform these services. The City of Summit wishes to approve the qualifications of a Planning firm or firms to provide 2024 PLANNING & ZONING SUPPORT SERVICES TO AND FOR THE CITY OF SUMMIT to the City for 2024. Upon award of a contract for 2024 Planning & Zoning Support Services, no work or compensation is guaranteed. The City will approve proposals for projects (including compensation terms) on an as needed basis. Specific project proposals will be requested by the Community Services Director/City Engineer, or his designee during the course of the contract. By submitting a response to this RFQ, the Respondent acknowledges that it will not propose or charge hourly rates that exceed those listed below: Partner.................................................................................................................. $150.00 Per Hour Associate.............................................................................................................. $130.00 Per Hour Project Planner..................................................................................................... $110.00 Per Hour Draft Person........................................................................................................... $85.00 Per Hour Other / Meeting Request...............................................................................................Hourly Rate Professional shall be reimbursed at cost for expenses incurred for duplication, filing fees, and other reasonable out-of- pocket expenses advanced and/or incurred by them. Professional shall be reimbursed for direct charges including disbursements that are actual expenses incurred by the Professional and or/their associated Firm in connection with the services provided, and shall include, but not be limited to: a. Telegrams, faxes and long distance (Out-of-State) telephone calls; b. Payment of filing, application fees, review fees and similar charges; c. Computer expenses including time and proprietary program charges; d. Outside printing, reproduction, binding, collating and other graphic services; e. Messenger service, postage and handling of drawing and specifications, reports, contracts and other bulky items. Note: Professional shall not be reimbursed for travel time, tolls, mileage, or other travel related expenses in performance of services. The following information should be submitted with proposals: Hourly Rates to be implemented for this project and any additional work related to this project should it be required. Key Personnel Brief History of Similar Projects Completed List of References The City may or may not award a contract as a result of the Request for Proposal. If awarded, successful vendor will be required to comply with the requirements of any and all applicable Federal, State and local laws, regulations and requirements, including but not limited to: N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action); 42 USC S12101 et seq. (Americans w/ Disabilities Act); N.J.S.A. 52:32-44 (Business Registration), and any subsequent amendments thereto; and the City’s adopted minimum standard insurance requirements. Page 2 of 3 CITY OF SUMMIT MINIMUM VENDOR INSURANCE REQUIREMENTS AS OF 5/17/16 RES #37367 Professional Services [as defined by N.J.S.A. 40A:11-2(6)] CONTRACTOR shall maintain the insurance coverages as indicated by below and must be provided through an insurance company which carries a minimum A.M. Best Ratingof A, VIII. A certificateof insurancewith a separateAdditional Insured Endorsement shall besubmitted to theCity of Summit prior to thecommencement of any work, and shall providefor thirty (30) days written noticeof cancellation or reduction of coverage. General Liability, including Premises Operations, Products/Completed Operations, Personal and Advertising Injury Liability, Contractual Liability and Property Damage Liability Combined Single Limit of $1,000,000.00 Each Occurrence and a $2,000,000.00 General Aggregate and a $2,000,000.00 Products- Completed Operations Aggregate, with City of Summit to be named as additional insured using Forms CG2010 and CG2037 or their equivalents (a blanket additional insured endorsement is not an equivalent). The General Liability Policy may not contain a “third-party over action” exclusion, therefore a copy of the vendor’s general liability policy may berequested for review. Property damage coverage shall be extended to cover damage to underground wires, ducts, pipes, conduits, etc. Statutory Limits of Workers' Compensation shall be maintained in full force during the life of the contract, covering all employees engaged in performance of the contract pursuant to N.J.S.A. 34:15-12(a) and N.J.A.C. 12:235-1.6. Each subcontractor shall provide Statutory Limits of Workers' Compensation and Employer's Liability Insurance for the latter’s employees, unless such employees are covered by the protection afforded by Contractor’s insurance. Employer’s Liability Insurance shall have limits not less than $500,000 per accident. Automobile Liability Insurance to include “Non-Owned and Hired Automobiles” with City of Summit to be named as additional insured by endorsement. One person in any one occurrence.................................................................................$500,000. Two or more persons in any one occurrence .............................................................$l, 000,000. Property damage in any one occurrence........................................................................$250,000. OR Combined Single Limit ................................................................................................$l, 000,000. Professional Liability Insurance in an amount (a) not less than $1,000,000 each claim and a $1,000,000 aggregate if CONTRACTOR is an individual or sole proprietorship, or those vendors that are described or offer services as tax appraisal services or construction inspectionservices on constructionprojectsvaluedunder $2 million;(b)inanamountnot lessthan$2,000,000 each claim and a $2,000,000 aggregate if CONTRACTOR is a corporation, partnership, limited liability company, limited liability partnership or similar entity, or (c) in such amount as recommended by The City Department Head and authorized by resolution of the Common Council. The policies shall remain in effect until all work has been completed. The vendor shall ascertain the cost of all required insurance before preparing and submitting a bid or proposal as applicable. The certificate of General Liability insurance furnished by the vendor shall indicate that contractual liability is included. The certificate shall also state that the vendor’s insurance for general liability, public personal injury liability and property damage liability, and automobile liability names the City of Summit as an additional named insured. Vendor will indemnify and hold harmless the CITY, its officers, agents, and employees, from all claims, suits or actions and damages or costs of every nameand description to which the CITY may be subjected or put by reason of injury to theperson or property of another, or the property of the CITY, resulting from negligent acts or omissions on the part of the vendor, the vendor’s employees, agents, servants or subcontractors in the delivery of materials and supplies, or in the performance of the work under this Agreement. Certificates of the Required Insurance Certificates of Insurance for those policies required above shall be submitted to and accepted by the City of Summit before the contract can be fully executed. Such coverage shall be with an insurance company authorized to do business in the State of New Jersey and shall name the City of Summit as an additional insured. Self-insured contractors shall submit an affidavit attesting to their self-insured coverage and shall name the City of Summit as an additional insured. Insurance shall be issued on a primary and non-contributory basis; and a waiver of subrogation in favor of the City of Summit shall be included by endorsement. Page 3 of 3
