Director/City Engineer Department of Community Services Telephone 908 273-6404 Fax 908 608-1214 aschrager@cityofsummit.org REQUEST FOR PROPOSAL PROJECT: Professional Services – Park Line Rail Trail – Phase III Morris Avenue to Russell Place DEPARTMENT: Department of Community Services Proposals must be submitted electronically to Aaron J. Schrager, P.E., Director/City Engineer, Department of Community Service aschrager@cityofsummit.org by 4:00 P.M., Friday, January 26, 2024. The following have been included in this submittal for use and reference: 1. Conceptual Bridge Design 2. Conceptual Site Plan for Parking Lot Near Russell Place. 3. Location map depicting the proposed bridge location. Additional resources can be provided as requested. REQUIREMENTS The proposal should include multiple phases all of which are to be completed on a “not to exceed” basis. The City reserves the right to award any number of the phases. Each phase is described in further detail below. TASK I – Existing Conditions Evaluation, Investigation & Survey Attend a project kickoff meeting which will include all necessary stakeholders and provide a brief overview of the project. Complete a walk-through of the project limits to understand field conditions. TASK II – Base Mapping and Surveys Prepare base mapping for the project utilizing existing topographical surveys, aerial mapping, and boundary surveys. Should additional survey work be needed, that would be done as part of a separate proposal Submit base mapping to all City utilities to identify any conflicts and to establish a contact. Complete a field visit to identify any features that may not be needed as part of additional survey work to complete the design work detailed below. THECITY OFSUMMIT N E W J E R S E Y Page 2 of 6 TASK III - Design Oversee preparation of site/civil engineering drawings for the entire 0.2-mile length. Drawings shall include: o Overall layout plan. o Grading plan. o Drainage plan and design. o Soil erosion and sediment control plan. o Construction details. o Landscape and screening plan. o Site plan for stairs/access/parking at Russell Place. Attend two (2) additional meetings with stakeholders and/or public. Provide guidance and/or analysis for any required ADA compliance required for an elevated rail trail. Prepare one presentation to be given to Common Council with an emphasis on the landscape and screening plan. Preparation of construction bid documents including specifications. Preparation of soil erosion plans and application. Coordination with NJDOT to meet Bikeway grant requirement. Coordinate project with bridge designer. TASK IV – Permitting Preparation of permit application for submission to the Somerset Union Soil Conservation District. This is the only permit anticipated at this time. Provide guidance on any other approvals potentially required. TASK V – Bidding Respond to bidders. Review bids and recommend award. The following information should be submitted with proposals: Hourly Rates to be implemented for this project and any additional work related to this project should it be required. Key Personnel Brief History of Similar Projects Completed List of References The City may or may not award a contract as a result of the Request for Proposal. If awarded, successful vendor will be required to comply with the requirements of any and all applicable Federal, State and local laws, regulations and requirements, including but not limited to: N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action); 42 USC S12101 et seq. (Americans w/ Disabilities Act); N.J.S.A. 52:32-44 (Business Registration), and any subsequent amendments thereto; and the City’s adopted minimum standard insurance requirements. Page 3 of 6 Page 4 of 6 Page 5 of 6 Page 6 of 6 CITY OF SUMMIT MINIMUM VENDOR INSURANCE REQUIREMENTS AS OF 5/17/16 RES #37367 Professional Services [as defined by N.J.S.A. 40A:11-2(6)] CONTRACTOR shall maintain the insurance coverages as indicated by below and must be provided through an insurance company which carries a minimum A.M. Best Rating of A, VIII. A certificate of insurance with a separate Additional Insured Endorsement shall be submitted to the City of Summit prior to the commencement of any work, and shall provide for thirty (30) days written notice of cancellation or reduction of coverage. General Liability, including Premises Operations, Products/Completed Operations, Personal and Advertising Injury Liability, Contractual Liability and Property Damage Liability Combined Single Limit of $1,000,000.00 Each Occurrence and a $2,000,000.00 General Aggregate and a $2,000,000.00 Products- Completed Operations Aggregate, with City of Summit to be named as additional insured using Forms CG2010 and CG2037 or their equivalents (a blanket additional insured endorsement is not an equivalent). The General Liability Policy may not contain a “third- party over action” exclusion, therefore a copy of the vendor’s general liability policy may be requested for review. Property damage coverage shall be extended to cover damage to underground wires, ducts, pipes, conduits, etc. Statutory Limits of Workers' Compensation shall be maintained in full force during the life of the contract, covering all employees engaged in performance of the contract pursuant to N.J.S.A. 34:15-12(a) and N.J.A.C. 12:235-1.6. Each subcontractor shall provide Statutory Limits of Workers' Compensation and Employer's Liability Insurance for the latter’s employees, unless such employees are covered by the protection afforded by Contractor’s insurance. Employer’s Liability Insurance shall have limits not less than $500,000 per accident. Automobile Liability Insurance to include “Non-Owned and Hired Automobiles” with City of Summit to be named as additional insured by endorsement. One person in any one occurrence.......................................................................................$500,000. Two or more persons in any one occurrence .................................................................... $l, 000,000. Property damage in any one occurrence..............................................................................$250,000. OR Combined Single Limit ....................................................................................................... $l, 000,000. Professional Liability Insurance in an amount (a) not less than $1,000,000 each claim and a $1,000,000 aggregate if CONTRACTOR is an individual or sole proprietorship, or those vendors that are described or offer services as tax appraisal services or construction inspection services on construction projects valued under $2 million; (b) in an amount not less than $2,000,000 each claim and a $2,000,000 aggregate if CONTRACTOR is a corporation, partnership, limited liability company, limited liability partnership or similar entity, or (c) in such amount as recommended by The City Department Head and authorized by resolution of the Common Council. The policies shall remain in effect until all work has been completed. The vendor shall ascertain the cost of all required insurance before preparing and submitting a bid or proposal as applicable. The certificate of General Liability insurance furnished by the vendor shall indicate that contractual liability is included. The certificate shall also state that the vendor’s insurance for general liability, public personal injury liability and property damage liability, and automobile liability names the City of Summit as an additional named insured. Vendor will indemnify and hold harmless the CITY, its officers, agents, and employees, from all claims, suits or actions and damages or costs of every name and description to which the CITY may be subjected or put by reason of injury to the person or property of another, or the property of the CITY, resulting from negligent acts or omissions on the part of the vendor, the vendor’s employees, agents, servants or subcontractors in the delivery of materials and supplies, or in the performance of the work under this Agreement. Certificates of the Required Insurance Certificates of Insurance for those policies required above shall be submitted to and accepted by the City of Summit before the contract can be fully executed. Such coverage shall be with an insurance company authorized to do business in the State of New Jersey and shall name the City of Summit as an additional insured. Self-insured contractors shall submit an affidavit attesting to their self-insured coverage and shall name the City of Summit as an additional insured. Insurance shall be issued on a primary and non-contributory basis; and a waiver of subrogation in favor of the City of Summit shall be included by endorsement.
