Request for Proposals for Energy Audit Services
The City of Summit, Union County NJ is requesting proposals from Business Performance Institute
("BPI") accredited auditors to perform home energy audits. All submitted proposals for energy audits
shall be in accordance with the attached requirements. In general, the assistance City of Summit is
seeking is a BPI accredited auditor, who participates in the New Jersey Home Performance with
Energy Star Program ("HPwES"), to perform home energy audits on residential units in City of
Summit and identify potential upgrades for homeowners in order to increase energy efficiency.
City of Summit is engaging in a municipal-wide campaign to promote energy efficiency, and home
energy audits are the first step in reaching energy efficiency goals and completing the HPwES
program. City of Summit will be providing information about its energy audit program to its
residents in an attempt to promote wide scale participation in the HPwES program.
Please provide proposed fixed price audit costs for each residential unit where an audit will be
performed. A contract will be awarded based on analysis of experience, in particular New Jersey
experience, references, insurance coverage, BPI accreditation status and proof of accreditation, HPwES
program participation, time frame for completion, and price. Contractors interested in performing these
audits may be asked to attend one (1) or more interviews with City Administrator and/or the Governing
Body.

General Proposal Requirements
Each company performing these audits shall respond to this Request for
Proposals ("RFP") by the deadline stated above with a comprehensive proposal that
includes, at a minimum, the following:
Description of the auditor's firm, its capabilities and capacity.
Prior experience with home energy audits in the State of New Jersey and/or other similar
projects, plus completed projects through the HPwES program.
List of similar projects completed by the auditor's firm within the last five (5)
years with names of references and contact information.
Detailed description of the auditor's plan to perform scope of work as set forth
below and demonstrated ability to scale up as needed.
Proposed schedule for performance of work, including proposed timeframe between when a
resident registers for an audit and when the audit will be completed.
A firm, fixed price for each residential unit participating in the project based on the proposed
scope of work.
Summary of any anticipated problems that the auditor may encounter during the project and
proposed solutions.
Name and qualifications of the individual who will be the project leader and point of contact, and
any team members who will work on this project, including their education, professional
experience, professional certifications and knowledge of municipal government administration
and operations (the submission of a resume is sufficient).
Staffing plan for the project indicating the roles and responsibilities of each team member.
Disclosure of any potential conflicts of interest the auditor or any member of his/her firm may
have in performing the work.
BPI Quality Assurance Record and HPwES Record (a copy of the company's participation
agreement with the New Jersey HPwES program is sufficient).
References for previous homes for which the contractor performed an audit and homes the
contractor upgraded.
Scope of Work
City of Summit is seeking a BPI accredited company that can perform audits, who participates in the
New Jersey HPwES program, to perform home energy audits on residential units in City of Summit
and identify potential upgrades for homeowners in order to increase energy efficiency. The
successful company appointed by City of Summit must have specific experience in conducting such
assessments. City of Summit is engaging in a municipal-wide campaign to promote energy
efficiency, and will be promoting its energy audit program to its residents in an attempt to foster wide
scale participation in this project.
The term of the awarded contract shall extend for 24 consecutive months from the date of the fully
executed contract. The contract will be limited to the first 800 Summit households to sign up and
complete a residential energy audit with the auditor.
For each residential unit, the work to be performed by the auditor includes:
Check air quality for ambient carbon monoxide levels using a combustion analyzer.

Test all combustion appliances (including, but not limited to, furnaces, boilers and water heaters)
for efficiency, flue gas spillage, carbon monoxide and fuel leaks using a combustion analyzer.
Test for gas leaks in all pipes within the home using a gas leak detector.
Perform visual inspection and note any unvented appliances (including dryer vent), moisture
issues, mold and asbestos.
Perform visual inspection of entire home to determine potential upgrades.
Test blower door to determine total air leakage of home.
Prepare detailed report of all findings of home inspection, including, but not limited to,
identification of problems, recommendations for improvements and/or upgrades, projected
costs of improvements and/or upgrades, estimated savings, Savings to Investment Ratio (SIR)
and infrared images. If there are any recommendations for improvements and/or upgrades that
are ineligible for the New Jersey HPwES program they should be designated accordingly.
Please note that all reports prepared by the auditor and the information contained in such reports will be
the property of the homeowners. The auditor will not retain any proprietary interest, ownership or
control over such reports.
Qualifications of Auditor
The successful auditor must have the following qualifications in order to be awarded a contract by City
of Summit for the work proposed herein:
BPI accreditation and proper BPI certifications.
Participation in New Jersey HPwES program.
Prior experience with residential energy audits and completed projects in the HPwES Program.
Adequate insurance coverage as set forth below.
Capacity to perform work to meet different possible participation rates (e.g., this could be high
volume; goal is for at least 150 homes to be audited in 24 months).
Conflict of Interest
All auditors must disclose any potential conflicts of interest that he/she or any member of his/her firm
may have in performing the desired services. If no such conflict exists, the auditor should include the
following certification in the proposal: "I hereby certify that I have reviewed the work currently being
pursued by my office, and I certify that neither I nor my firm has a conflict of interest with the City of
Summit. I further certify that there is no business, family or personal relationship between me or my
firm and any official or employee of the City of Summit."
Insurance
The successful company shall provide and maintain at least the following insurance coverage during the
term of any contract resulting from this RFP:
Commercial general liability coverage, including coverage for personal injury and property
damage, in the minimum amount of $1,000,000.00;
Comprehensive automobile, bodily injury and property damage coverage in the minimum
amount of $1,000,000.00;

Workers' compensation (statutory limits) and employer's liability insurance (in the event the
successful firm has employees other than the auditor) in the minimum amount of $500,000.00.
Prior to commencing work, the successful auditor will provide City of Summit Qualified Purchasing
Agent with a certificate of insurance evidencing that it has procured the insurance coverage required
above and naming City of Summit as an additional insured. The certificate of insurance should be
issued to the City of Summit, 512 Springfield Avenue, Summit, NJ 07901. The auditor must
immediately provide City of Summit with notice of cancellation or non-renewal of said insurance
along with proof of continuation of insurance coverage with another carrier. This requirement is a
continuing one and shall be considered to be a provision of any contract entered into with City of
Summit.
Indemnification
The selected company will defend, indemnify and hold harmless City of Summit, its officers, agents,
servants and employees from any and all claims and costs of any nature whether for personal injury,
property damage or other liability of whatever nature arising out of or in any way connected with the
auditor and his/her firm's acts or omissions under any contract entered into with City of Summit as a
result of this RFP.
Questions regarding Request for Proposals
Questions regarding this RFP must be made in writing to the Department of Community Services. The
questions must be received on or before Tuesday, December 6, 2022, 4:00 pm prevailing time. Any
questions received after that date will not be the subject of any attempt to respond. While City of
Summit will strive to do its best to answer any timely questions, it is under no obligation to respond to
any request, whether in writing or otherwise. City of Summit will execute caution in its response to any
inquiry so as not to provide any unfair advantage to the requestor of information.
Miscellaneous Requirements
1. City of Summit will not be responsible for any expenses incurred by an auditor in preparing or
submitting a proposal responsive to this RFP. All proposals should provide a straightforward,
concise delineation of the auditor's capabilities to satisfy the requirements of this RFP. Emphasis
should be placed on completeness and clarity of content.
2. This RFP and the contents of the proposal submitted by the successful auditor will become a
part of any contract for the performance of services awarded to the auditor. The appointed
auditor will be expected to execute said contract with City of Summit.
3. City of Summit reserves the right to reject any and all proposals received in response to this
RFP.
4. If awarded, successful vendor will be required to comply with the requirements of any and
all applicable Federal, State and local laws, regulations and requirements, including but not
limited to: N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action); 42 USC
S12101 et seq. (Americans w/ Disabilities Act); N.J.S.A. 52:32-44 (Business Registration),
and any subsequent amendments thereto; and the City’s adopted minimum standard
insurance requirements.
5. All responses to this RFP shall be subject to public review subsequent to the receipt and review
of the proposals and adoption of the necessary resolution as provided by law.

6. The appointed auditor must market the home energy audit program to City of Summit
residents. Also, the home energy audit program will be promoted by the City of Summit on its
website www.cityofsummit.org and social media platforms. All other costs associated with the
home energy audit program marketing will be the responsibility of the appointed auditor.
7. The appointed auditor must provide periodic reports to City of Summit on all energy audits
performed and on any upgrades done to residential units.
8. Proposals should contain full vendor contact information and indicate responses to the above
listed criteria, expiration date of proposed pricing, and NJ State Contract or approved New Jersey
cooperative pricing system contract number and vendor number if applicable.
Criteria for Evaluation of Proposals
City of Summit will independently evaluate each submitted proposal and
selection of the successful auditor will be made based upon the criteria listed below:
Proven record of experience, including references, in providing the type of services described
herein, especially New Jersey experience.
Ability to provide services in a timely manner and to scale up as necessary.
Personnel qualifications, i.e., education, training and experience of key personnel who will be
responsible for and assigned to the work.
Location and availability.
Knowledge and understanding of the services requested herein, including completeness and
clarity of the proposal.
Adequate minimum insurance coverage as required herein.
BPI accreditation and BPI certification.
Participation in the New Jersey HPwES program.
Price per residential audit.
City of Summit Disclaimer
City of Summit is not responsible for and does not guarantee any of the company's work. If a
homeowner hires the company for a residential audit and following a residential energy audit for any
reason whatsoever, including but not limited to the performance of work to make the residential unit
more energy efficient, the company will be responsible for any and all of the homeowner's claims,
damages and losses. Additionally, City of Summit will not be responsible for any payment to the
company and the company will seek payment directly from the homeowner for any work performed to
the home. The homeowner will be solely responsible for payment for any and all work performed by the
company.
The City may or may not award a contract as a result of this Request for Proposal and reserves the right
to pursue alternative procurement methods pursuant to Local Public Contracts Law, N.J.S.A. 40A:11-1
et seq.
