RFQ - 2025 Affordable Housing Counsel- Due Date 12-3-24

The City of Summit is seeking Qualification Statements from firms or organizations for the provision of Affordable Housing Counsel for the year 2025. The selected firm will provide high-quality, cost-effective legal services related to affordable housing matters. Interested parties must demonstrate the professional, financial, and administrative capabilities to provide these services. Qualification Statements must be submitted by 4:00 p.m. on December 3, 2024, via hand delivery, delivery service, or US Postal Service. The City intends to qualify person(s) and/or firm(s) that (a) possesses the professional, financial and administrative capabilities to provide the proposed services, and (b) will agree to work under the compensation terms and conditions determined by the City to provide the greatest benefit to the taxpayers of Summit. The RFQ process involves an evaluation by a Review Team, with the Common Council considering a contract award resolution on December 17, 2024. The selection of a qualified respondent is subject to the New Jersey Local Unit Pay-to-Play Law and Summit Pay to Play Ordinance. The RFQ outlines specific submission requirements, including administrative and professional information, as well as required appendices such as a Letter of Qualification, Letter of Intent, and Payment Conditions and Rate Schedules Form. The City reserves the right to modify or amend the RFQ and reject any or all responses.
