How Green Is Your Business?
Your business may be greener than you think! Go through this checklist and find out where you stand in your
efforts to be a sustainable business. Recycling, conservation, water conservation, local purchasing and promoting
green practices, all show your commitment to a sustainable community. Complete this assessment form and
return to the Greater Vineland Chamber of Commerce. If you check off at least 25 of these items, you are eligible
to be certified as a “Sustainable Eco-Friendly” business! We have joined together in partnership with the City of
Vineland under their Sustainable Jersey program, and in partnership with Citizens United to Protect Maurice
River to encourage and support businesses that are making efforts to be green.
GENERAL

Block 2201, Lot 62 and in fact encroaches on most of the Lot; and, an appraisal performed by
John J. Randanella, Jr. CREA dated April 6, 2025, appraised the value of Block 2201, Lot 64
(34 W. Park Avenue Rear) to be $97,000.00; and, it is in the interest of the City to remove
Block 2201, Lot 62 from the Agreement of Sale and proceed with the purchase of 34 W. Park
(Rear) for $97,000.00.
The above ordinance was introduced and passed on its first reading at a meeting of the Council
of the City of Vineland conducted on April 14, 2026 and is scheduled for a second reading,
public hearing, and adoption at a meeting of said Council scheduled for Tuesday, April 28,

Ordinance expand the membership to the Committee and set forth the number of members
appointed by the Mayor with the advice and consent of the City Council.

On May 23, 2023, at the request of Mark McCleary (“Petitioner”) the owner of 416 Ithaca
Street, Block 1701, Lot 12 of the City of Vineland Tax Map, Vineland City Council passed
Ordinance No. 2023-13 which vacated the unimproved 60’x100’ right of way (“subject R.O.W.)
which serves as an extension of E. Cornell Street same being located between Block 1701, Lot
12 and Block 1701, Lot 11 (see portion of City Tax Map, Schedule A attached to ordinance).
Subsequent to the passage of Ordinance No. 2023-13 certain issues arose which prevented
recording the Ordinance within the 60 day time period required by Statute. 1. Ordinance No.
2023-13 is hereby ratified and renewed and the public rights and interests in the unimproved
60’x100’ right of way which serves as an extension of E. Cornell Street same being located
between Block 1701, Lot 12 and Block 1701, Lot 11 all of which are more specifically depicted
on the Boundary Survey attached as Schedule A is hereby vacated and extinguished. 2. The
vacation expressly reserves and excepts from the vacation all rights and privileges possessed by
public utilities, as defined in N.J.S.A. 48:2-13 and by any cable television company, as defined
in the “Cable Television Act,” N.J.S.A. 48:5a-1 et seq., to maintain, repair and replace their
existing facilities in, adjacent to, over or under the street, highway, lane, alley, square, place or
park, or any part thereof, to be vacated.

recommended by the Director of the Health Department and Health Officer. Chapter 224 Articles I
through VII and their related Ordinances shall be re-assigned to Chapter 62 of the Code of the City of
Vineland as follows: Chapter 224, Article I, Animal Control shall be re-assigned as Chapter 62, Article
VII Chapter 224, Article II, Piggeries shall be re-assigned as Chapter 62, Article VIII Chapter 224,
Article III, Potentially Dangerous and Vicious Dogs shall be re-assigned as Chapter 62, Article IX

South Vineland Little League, a non-profit corporation, is the owner of certain property known as Block
1604, Lot 1.01 on the tax map of the City of Vineland (the “Property”) consisting of approximately 8.10
acres of land. The Property is restricted to recreational use only by New Jersey Green Acres laws and
regulations. South Vineland Little League has offered to transfer the Property to the City of Vineland for
$0.00, and has further offered to transfer to the City of Vineland or its Recreation Department
$82,783.33 to be held in escrow and used solely for the construction of batting cages at Landis Park,
which are to be designed with input from South Vineland Little League, and constructed by the City of
Vineland or its Recreation Department. The City of Vineland Recreation Commission, by Resolution
No. 2026-02 has approved the terms and conditions set forth in this Ordinance, and the City Council
finds it to be in the best interest of the City of Vineland to accept the Property upon the terms and
conditions set above; and the Property shall be used as determined to be in the best interest of the City of
Vineland subject to the applicable Green Acre restrictions.

The City of Vineland is the owner of Block 803, Lot 3.01 a/k/a 263 W. Forest Grove Road,
which is approximately 2.0 acres. The Vineland Industrial Commission has promoted the sale of
263 W Forest Grove Road for sale and has received an offer from Dicerbo Holdings LLC in the
amount of $50,000.00 (approximately $25,000.00 per acre) to be developed for industrial
purposes. The sale and development of the property for industrial purposes is in the public
interest as it will increase the City's tax base, promote employment and otherwise generate
economic opportunities for the City and its residents. City Council authorizes the Mayor and
Clerk to execute a Deed of Transfer and such other Closing documents necessary to transfer 263
W. Forest Grove Road to the Industrial Commission for $1.00 and further approves the sale of
said property by the Vineland Industrial Commission for $50,000.00 to Dicerbo Holdings, LLC,
or an entity in which it holds at least a fifty one (51 %) percent interest in Dicerbo Holdings,
LLC, subject to the conditions listed in this ordinance.

COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME PROGRAMS
CITY OF VINELAND
The City of Vineland proposes to initiate planning for the FY 2026 Community Development Block Grant (CDBG)
Program for the City and HOME Investment Partnerships Program (HOME) for the Vineland-Millville-Bridgeton-
Fairfield-Pittsgrove Home Consortium, which are funded by the U. S. Department of Housing and Urban
Development (HUD). The City will be preparing the FY 2026 Annual Action Plan. The CDBG grant for Fiscal Year
2026 (July 1, 2026 to June 30, 2027) is anticipated to be approximately $431,508 and HOME Program Funds are
estimated to be $553,146, of which Vineland anticipates receiving approximately $235,000.
The City is also presenting a Substantial Amendment to the HOME-ARP Allocation Plan to reallocate unspent
funds. The proposed changes align with the City’s HOME-ARP Allocation Plan, including the community needs
and qualifying populations identified. These changes are recommended in order to 1.) address evolving needs
for qualifying populations, and 2.) ensure timely spending of grant dollars.
The proposed changes includes the following:
1. Move $200,000 from the Development of Affordable Rental project (originally created through
Substantial Amendment in 2025) to the new Tenant-Based Rental Assistance and wraparound services
administered through the Veteran's Muti-Service Center with a preference for veterans at-risk of or
experiencing homelessness.
2. Move $75,000 from the HOME-ARP Planning and Administration project to the new Tenant-Based
Rental Assistance project administered through Rural Development to support qualified populations
with security, rent and utility deposits.
Under the City’s CDBG Citizen Participation Plan, a decision to “change the purpose, scope, location, or
beneficiaries of an activity” constitutes a “substantial change” necessitating a Substantial Amendment to a Five-
Year Consolidated Plan or Annual Action Plan as applicable.
PUBLIC HEARINGS
Public Hearings are scheduled to obtain citizens’ views and to respond to proposals and questions. The Hearings
will address housing, community and economic development needs, proposed activities and review of program
performance and accomplishments. The information received from interested persons at the hearings will assist
the City and the Community Development Advisory Committee in the preparation of the FY 2026 Annual Action
Plan and proposed HOME-ARP Substantial Amendment, which is required by HUD as part of the application
process for CDBG and HOME funds.
In accordance with the City’s Citizen Participation Plan, there will be daytime and evening public hearings on
April 21st at 12:00 p.m. and 5:00 p.m. in the 4th Floor Conference Room of Vineland City Hall. All interested
persons, groups and organizations are encouraged to attend the hearings to present oral or written testimony.
For those wishing to attend the hearings virtually, log-in information will be posted on the City’s website at:

regarding application procedures, timing, eligible activities and other regulations related to the Community
Development and HOME Programs. Information on past use of said funds will also be available. Information on

will be available to answer questions regarding the CDBG, HOME and HOME-ARP programs, receive information
regarding community needs and accept public comment.

ayudar a las personas que cumplan los requisitos a pagar los depósitos de fianza, alquiler y servicios
públicos.
Según el Plan de Participación Ciudadana del CDBG de la ciudad, la decisión de "modificar la finalidad, el alcance,
la ubicación o los beneficiarios de una actividad" constituye un "cambio sustancial" que requiere una Enmienda
Sustancial del Plan Consolidado de Cinco Años o del Plan de Acción Anual, según corresponda.

Se programaron Audiencias Públicas para recabar las opiniones de los ciudadanos y responder a sus propuestas

The Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice,
has allocated $85,426 to the County of Cumberland and the Cities of Bridgeton, Millville
and Vineland, under the 2025 Justice Assistance Grant Program. Eligible uses of the funds
include training, personnel, equipment, supplies, contractual support, and criminal justice
information systems that will improve or enhance such areas as law enforcement programs;
prosecution and court programs; prevention and education programs; corrections and
community corrections programs; drug treatment and enforcement programs; planning,
evaluation and technology improvement programs; and crime victim and witness programs
(other than compensation).
A joint application will be submitted on behalf of the County of Cumberland and the Cities
of Bridgeton, Millville and Vineland on or before April 28, 2026, setting forth the funding
distribution among the parties and the proposed use of funds.

Ordinance 2025-44 then authorized the acquisition of the same by purchase or condemnation.
The Trust obtained a more recent appraisal from Robert Cline, SLREA and valued the property
at $180,000.00. Due to the time lapse between McHale’s original appraisal, they updated their
initial appraisal to set the value of the property at $115,000.00. Therefore, this ordinance shall
authorize the City to purchase said property for $115,000.00 or through the city’s right of
eminent domain.

NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that the City of Vineland Zoning Board of Adjustment will conduct a public
hearing with respect to an application submitted by the Estate of Robert Bruce Swanson, Deceased, for
certification that three single family dwelling units, located on premises at 85 Columbia Avenue in the City
of Vineland constitute valid, lawful, nonconforming uses on the property in question.
The hearing will be held at 7:00 p.m. on Wednesday, March 18, 2026, in City Council Chambers located
on the Second Floor of Vineland City Hall, 640 E. Wood Street, Vineland, NJ 08360. At the hearing, at
said time and place, all interested parties will be given an opportunity to be heard in accordance with the
rules, regulations and procedures of the City of Vineland Zoning Board.
The property, which is the subject of this application, is officially designated on the Tax Map of the City of
Vineland as Lot 40 in Block 4214. By way of further identification, the property which is the subject of
the application, as stated, located at 85 Columbia Avenue, and is located in the R-2 (Residential) Zone, as
delineated on the Zoning Map of the City of Vineland.
In addition to seeking certification that the nonconforming multi-family use of the property constitutes a
valid, lawful and nonconforming use, the applicant also seeks all necessary relief with respect to any and
all existing nonconforming bulk and dimensional conditions associated with the property, including, but
not limited to, lot area, lot frontage, lot depth, front yard setback, side yard setback, rear yard setback and
lot coverage.
The applicant also seeks any variances, deviations, design exceptions, design waivers, submission waivers,
interpretations or plan modifications as may be determined to be necessary during review and hearing of
the application.
THIS NOTICE is given in compliance with the requirements of the Municipal Land Use Law of the State
of New Jersey (N.J.S.A. 40:55D-1 et. seq.) and the relevant provisions of the City of Vineland Land Use
Ordinance.
All documents relating to this application are on file in the Office of the Secretary of the City of Vineland
Zoning Board, located on the fourth floor of Vineland City Hall, 640 E. Wood Street, Vineland, NJ 08360,

The ordinance, the summary terms of which are included herein, has been finally adopted by the City of Vineland,
in the County of Cumberland, State of New Jersey on February 24, 2026 and the 20 day period of limitation within
which a suit, action or proceeding questioning the validity of such ordinance can be commenced, as provided in
the Local Bond Law, has begun to run from the date of the first publication of this statement. Copies of the full

general public who request the same. The summary of the terms of such ordinance follows:
Title: ORDINANCE OF THE CITY OF VINELAND, IN THE COUNTY OF CUMBERLAND, NEW JERSEY
APPROPRIATING $1,000,000 FROM THE CAPITAL IMPROVEMENT FUND TO SUPPLEMENT THE

Cumberland, New Jersey (the “City”), finally adopted on March 25, 2023 (“Bond Ordinance #2025-23”), for
various improvements to the Vineland Municipal Electric Utility Authority, consisting of (i) AMI procurement
and development, including meters, equipment and software, (ii) line breaker upgrades, (iii) building
upgrades/burglar alarm, (iv) Allen Bradley training mockup, including but not limited to the acquisition of
equipment to create a training room used to create mock issues and remediation process with the generation
station(s), (v) catalyst replacement – Selective Catalytic Reduction, including but not limited to NOx replacement
for Unit 11, (vi) fire system upgrades at various buildings, including upgrade to the fire suppression systems, (vii)
building upgrades to the Distribution Building, including construction services, (viii) acquisition of new property
