CITY OF VINELAND, N.J.
ORDINANCE NO. 2026-18
AN ORDINANCE AMENDING ORDINANCE NO. 98-42, AS
AMENDED, CHAPTER 372 OF THE CODE OF THE CITY
OF VINELAND ENTITLED FIRE PREVENTION.
In 1998, City Council adopted the ordinance establishing local enforcement of the New Jersey
Uniform Fire Code. Whereby, from time to time, The Division of Fire Safety will conduct field
monitoring visits to ensure compliance. A report dated August 8, 2025 found some areas
inconsistent with the Uniform Fire code and required the City of Vineland to make appropriate
changes. Therefore, this ordinance shall amend Chapter 372 of the code to add a provision of a
successor in the absence of the Fire Official and update the Permits; Fees and Penalties section
to add “Collection of Fees” and how all fees and delinquencies are collected.
The above ordinance was introduced and passed on its first reading at a meeting of the Council
of the City of Vineland conducted on March 24, 2026 and is scheduled for a second reading,
public hearing, and adoption at a meeting of said Council scheduled for Tuesday, April 14,
2026, at 5:30 p.m., prevailing time, in City Council Chambers, City Hall, Seventh & Wood

AMENDED, CHAPTER 266 ARTICLE I, SECTION 266-3 OF THE CODE OF THE
CITY OF VINELAND ENTITLED CANNABIS ESTABLISHMENTS; LICENSING,
APPLICATIONS, QUALIFICATIONS AND STANDARDS.
In 2022, City Council established licensing requirements for cannabis businesses and
the number of licenses allowed for each Class of Cannabis business. Currently, there
exists two Class V Cannabis Retailer licenses and City Council finds it to be in the best
interest of the City of Vineland to create a third Class V Cannabis Retailer license for
possible issuance. This ordinance shall amend the above section of the code to allow
for not more than three Class V retail Cannabis licenses.

ACQUISITION OF 2040 MAPLE AVENUE, BLOCK 2502, LOT 51 BY PURCHASE OR
CONDEMNATION FOR RECREATIONAL PURPOSES PURSUANT TO N.J.S.A. 40:61-1.
The owner of the above the fee simple vacant land is the Vincent Irrevocable Trust “the Trust”.
The Vineland Recreation Commission requested the City acquire the land for the expansion of
Gittone Park. J. McHale & Associates appraised the 4.926+/- acres and valued it at $75,000.00.
Ordinance 2025-44 then authorized the acquisition of the same by purchase or condemnation.
The Trust obtained a more recent appraisal from Robert Cline, SLREA and valued the property
