NOTICE TO BIDDERS
Notice is hereby given that sealed proposals will be received, by the Township of Wall, Monmouth County,
New Jersey for NJDOT Municipal Aid Road Program - Improvements to Brighton Avenue and opened and
read in public at the Wall Township Municipal Building, 2700 Allaire Road, Wall, New Jersey on June 25, 2020
at 2:00 pm prevailing time.
Contract Documents and Plans for the proposed work, prepared by Matthew Cofone, PE of the firm of French
and Parrello Associates, Consulting Engineers, 1800 Route 34, Wall, New Jersey 07719, are on file in the
Office of the Township Clerk located in the Wall Township Municipal Building and may be inspected by
prospective bidders during the business hours of 1:00pm - 4:00pm, Monday through Friday.
Bidders will be furnished with a copy of the contract documents and plans by the Township of Wall upon proper
notice and payment of a non-refundable charge of Fifty Dollars ($50.00) to defray the cost thereof. All checks
shall be made payable to French & Parrello Associates.
Proposals must be made on the Standard Proposal Forms in a manner designated in the contract documents,
must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the work on
the outside, addressed to the Township Clerk and must be accompanied by all items identified in the Contract
Documents including, but not limited to, a Statement of Consent of Surety from a surety company holding a
Certificate of Authorization to do business in the State of New Jersey and a bid guarantee (Proposal Security)
for not less than ten percent (10%) of the amount bid except that the guarantee need not exceed $20,000.00.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
Bidders are also required to comply with other provisions of Law including, but not limited to, the requirements
of:
• N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, Disclosure of Ownership)
• N.J.S.A. 52:32-44 (P.L. 2004, c. 57, Business Registration)
• N.J.S.A. 34.11-56.25, et seq. (P.L. 1963, c. 150, Prevailing Wages)
• N.J.S.A. 34.11-56.48 (Public Works Contractor Registration)
The contract shall not be approved until a favorable eligibility determination has been made by the New Jersey
Department of Transportation.

Dear Prospective Bidders:
The original Contract Bid Documents for the above referenced project are amended as noted in
this Addendum. These items shall supersede the information in the applicable sections of the
specifications and contract plans.
1. Attached please find the Bid Form Municipal Aid Road Program – Improvements to
Brighton Avenue which must be completed and submitted with the Bid.
2. The bid due date is changed to July 9, 2020 at 2 pm. Notice is hereby given that sealed
proposals will be received, by the Township of Wall, Monmouth County, New Jersey for
NJDOT Municipal Aid Road Program Improvements to Brighton Avenue and opened and
read in public at the Wall Township Municipal Building, 2700 Allaire Road, Wall, New
Jersey on July 9, 2020 at 2:00 pm prevailing time.
Addendum #1 and Bid Form will become a part of the Contract Bid Documents.
All bidders must include an acknowledgment of receiving a copy of Addendum #1 on page 3
of 17 of the Bid Documents, must sign this Addenum #1 below and include this addendum
#1 and completed Bid Form with their bid.
