Municipal Auditor – To perform a Forensic Audit for the year’s 2021, 2022, and 2023

The Township of West Orange is soliciting qualifications from interested parties to serve as the Municipal Auditor. The primary responsibility will be to perform a forensic audit covering the years 2021, 2022, and 2023. This includes reviewing bills over $20,000 for proper authorization and council approval, examining professional services contracts, assessing internal controls for payments and deposits, reviewing the former CFO's contract, analyzing salary ordinances and compensation, investigating the usage of COVID funds, verifying temporary budget compliance, and examining the practice of adjourning year-end meetings. Submissions must be sealed and received no later than Tuesday, November 26, 2024, at 4:00 PM. Proposals can be obtained via email or downloaded from the Township website. The evaluation criteria will focus on experience and reputation (36%), knowledge of the township and audit subject matter (21%), availability and timeframe (11%), cost (26%), and other factors beneficial to the Township (6%). Respondents must adhere to New Jersey's "Pay to Play" laws and submit various required forms, including certifications for equal employment opportunity, non-collusion, and ownership disclosure.
