Notice of Intent to Award Contract for EMS Equipment - Sourcewell Stryker

The Township of West Orange, located in Essex County, New Jersey, is issuing a Notice of Intent to Award a contract for the procurement of EMS Equipment. This procurement is being facilitated through participation in the Sourcewell national cooperative purchasing agreement, previously known as the National Joint Powers Alliance (NJPA), under Contract #041823-STY. The core project involves the acquisition of essential emergency medical services equipment from Stryker, leveraging an existing cooperative purchasing vehicle to streamline the procurement process for public safety needs. This strategic approach ensures the municipality obtains necessary equipment efficiently and cost-effectively, aligning with established cooperative procurement guidelines. While this document represents a notice of intent to award rather than an open solicitation, the Township of West Orange has been an active member of Sourcewell (formerly NJPA) since July 2015. This membership permits the Township to award contracts to pre-qualified vendors, such as Stryker, under the authority of N.J.S.A. 52:34-6.2(3) and Local Finance Notice (LFN) 2012-10. Prospective contractors or interested parties should recognize that the vendor, Stryker, has already met the necessary qualifications through the rigorous Sourcewell cooperative vetting process, thus individual contractor qualifications for this specific purchase are already established under the cooperative framework. Any comments regarding this Notice of Intent must be submitted in writing and received by the Township of West Orange, Attn: Purchasing Dept., at 66 Main Street, West Orange, NJ 07052, no later than 11:00 a.m. on October 10, 2026.
