Professional Services for 2023 Calendar Year

The Township of West Orange, New Jersey, is soliciting qualifications for professional services across various municipal departments for the 2023 calendar year. This Request for Qualifications (RFQ) process aims to establish a pre-qualified list of individuals and firms to ensure compliance with New Jersey's "Pay to Play" regulations. The comprehensive scope includes legal services such as Municipal Attorney, Prosecutor, Labor, Planning Board, Zoning Board, Redevelopment, and Bond Attorneys, along with specialized counsel for OPRA, Property Maintenance, ABC, and Real Estate, and a Hearing Officer. Financial services sought encompass a Municipal Auditor, Redevelopment Financial Consultant, and general Financial Consulting. Insurance expertise is required for Risk Management and Brokerage/Consulting. Planning, architectural, and general services cover Municipal Planning, Engineering, Architectural, and Landscape Architectural roles, Real Estate Appraisal, Environmental Consulting (LSRP), Traffic Consulting, New Jersey licensed tree expert services, Tax Mapping Land Surveying, and an Affordable Housing Administrator. Additionally, Psychological Consulting and a Medical Director are sought for medical services, alongside a Housing Consultant and Housing Rehabilitation Consultant. Successful respondents must demonstrate a minimum of five years of experience in their specialized area, complemented by pertinent New Jersey state licenses and certifications. This includes State of New Jersey licensure for all legal professionals; professional engineering and land surveying licenses from the New Jersey State Board; registration as an architect with the New Jersey State Board of Architects; and LSRP certification for environmental consulting. Medical Directors must be licensed physicians by the New Jersey State Board of Medical Examiners. Moreover, administrative roles like Affordable Housing Administrator require UHAC-mandated training and specific certifications, while other miscellaneous services mandate relevant State certifications (e.g., Certified Municipal Finance Officer, Registered Municipal Clerk). Respondents are required to provide contact information for at least five references from the last five years, showcasing a proven track record. Mandatory pre-bid meetings or site visits are not specified, although interviews may be requested by the Township. Proposals must include an original and one copy of the Qualification Statement, ideally with a separate packet per service and a digital copy on a USB drive, all bound and signed. The firm deadline for submissions is Tuesday, November 15, 2022, at 4:00 P.M.
