RFQ Professional Services - Affordable Housing Counsel

The Township of West Orange is seeking Statements of Qualifications from firms or individuals to provide Affordable Housing Counsel services for the 2026 calendar year. The selected counsel will represent the Township's interests in establishing and implementing its fourth-round affordable housing plan, which may include engaging in related litigation. Key qualifications include being a New Jersey licensed firm or individual with substantial experience in municipal planning, the Fair Housing Act, COAH, affordable housing issues, and Master Plans. The primary individual assigned must have at least 10 years of experience in Municipal Land Use Law with extensive affordable housing experience. Submissions are due by February 25, 2026, at 11:00 AM. Envelopes must be clearly marked with the RFQ title. The selection process is governed by New Jersey's "Pay to Play" laws.
