BID - 2026 Roof Replacement at Public Works

The Town of Westfield, New Jersey, is soliciting sealed bids for a comprehensive Roof Replacement project at the Westfield Public Works Center. This vital municipal infrastructure upgrade involves extensive general construction work, including but not limited to all necessary submittals and Division 1 requirements, integration with existing utilities, superstructure modifications, new finishes, detailed painting, and any other construction tasks essential to render the contract complete and ready for its intended use. The scope also encompasses warranties, guarantees, and specialized training incidental to the project, as meticulously detailed in the Contract Documents, including specified Allowance Items, ensuring a robust and long-lasting solution for the Owner, the Town Council of the Town of Westfield. Prospective contractors must demonstrate full compliance with a rigorous set of regulatory requirements to be considered. This includes adherence to N.J.S.A. 10:5-31 et seq. for Affirmative Action, the Americans With Disability Act, the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.), and the submission of statements of ownership as per N.J.S.A. 52:25-24.2. Additionally, bidders must provide names and addresses of subcontractors (N.J.S.A. 40A:11-16) and comply with the New Jersey Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.) and the New Jersey Business Registration Act (P.L. 2004, Chapter 57; N.J.S.A. 52:32-44). Both bidders and their subcontractors are mandated to submit proof of registration with the New Jersey Department of Treasury, Division of Revenue, via a Business Registration Certificate prior to contract award. A non-mandatory pre-proposal walk-through is scheduled for Tuesday, September 1, 2026, at 10:00 a.m. EST at the Westfield Public Works Center, 959 North Avenue W., Westfield, NJ 07090, offering an opportunity to understand the project scope and design intent firsthand. Sealed proposals for the Roof Replacement at Westfield Public Works Center must be delivered by U.S. mail, express mail, or in person to the Town Clerk, Ms. Maureen Lawshe, at Town Hall, 425 East Broad Street, Westfield, New Jersey 07090, no later than September 15, 2026, at 10:00 a.m. EST. Bids must be enclosed in clearly marked sealed envelopes indicating 'Bids enclosed' and the project title, accompanied by one PDF file of the bid on a flash drive or CD. Bid packets will be available for pickup from the Town Clerk's Office starting August 13, 2026, during business hours (9:00 a.m. to 4:00 p.m., Monday-Friday), or electronic copies can be requested via townclerk@westfieldnj.gov.
