Requests for Proposals

The Borough of Westville is soliciting proposals for various municipal professional services for the 2026 calendar year, commencing January 1, 2026, or upon appointment, through a fair and open process. The positions include Borough Auditor, Bond Counsel, Engineer, Solicitor, Prosecutor, Conflict Prosecutor, Insurance Broker/Risk Management Consultant, Labor Counsel, Land Use Board Engineer, Land Use Board Planner, Land Use Board Solicitor, Public Defender, Redevelopment Counsel, Cyber Security Services, Special OPRA Counsel, and Special Counsel. The RFP details the purpose and intent, proposal submission requirements, general information on the Borough, minimum qualifications for each position, and mandatory contents of the proposal. Interested parties must submit two paper copies (one original) and one electronic copy of their proposal. The proposals should be submitted in sealed envelopes clearly marked with the "NAME OF POSITION" and addressed to Kathleen Carroll, Deputy Municipal Clerk. All proposals are due by December 3, 2025, at 10:00 AM. The Borough reserves the right to reject any and all proposals, waive irregularities, and conduct investigations as needed.
